The eCRV program requires Internet Explorer 7 (or greater) or FireFox. JavaScript and Cookies must be enabled within your browser. The online eCRV form can be accessed by going to the state website using this hyperlink eCRV
- Locate the Local Government Section
- Select eCRV from the list
- In the Submit an eCRV section, select: Create or Edit and eCRV, start a new eCRV
Be sure to save your eCRV ID number and Edit PIN number when the system prompts you.
The State of Minnesota may use the CRV for the following reasons:
- Verify sales ratios for each region, by classification, to determine whether a state increase will be mandated at the State Board of Equalization
- Data provided on the form in comparison to records maintained at the County is used in the calculation of State Education Aid formulas
- Social Security numbers assist the Income Tax Division in monitoring capital gains
A CRV is not required when the conveyance of property is made to the State of Minnesota, a political subdivision of the state, or any combination of them for highway or roadway purposes as long as the political subdivision agrees to file a list of all properties conveyed to them with the Commissioner of Revenue by June 1 of each year.
To avoid the requirement of filing a CRV, the deed must contain specific terminology such as: The total consideration for this transfer of property is $1,000 or less.
